What’s wrong with this picture?

So as I was shopping earlier today, I passed by a certain kid’s clothing retailer and did a double take.  Yes, the blue crime-scene-esque tape caught my attention, which I suppose was what they were going for, but upon closer inspection I noticed something strange.  Was that tape wrapped around a group of child-sized mannequins in their window display? 
Yes.  Yes it was.

Who decided this was a good idea?  I want to know how that conversation went.  ”Hey, I’ve got a great idea!  We’ll get lots of customized blue crime scene tape advertising our sale, and then just go nuts with it!  Wrap it around the doors, through the windows—it’ll be really eye catching!  And then let’s use it to corral those unruly kid mannequins in the window!”

Or maybe, MAYBE it was simply overlooked.  Maybe they just meant to do the windows and doors, but someone ordered too much tape and rather than waste it, in a frenzy of desperation, they wrapped the rest around anything else in the store.  For all I know the cash registers, fitting rooms, and floor fixtures could have been encased in blue tape.  But it doesn’t make the window display any less disturbing. 
Am I alone in this?  Who else finds this disturbing on some level?
